The City of Leawood announces the appointment of Leawood Police Captain Brad Robbins as the city’s 11th Chief of Police effective May 4, 2024. Robbins replaces Chief Dale Finger, who is retiring on May 3, 2024, after more than 50 years of law enforcement service to the City of Leawood and State of Kansas.

“Thank you for the honor of choosing me to lead the Leawood Police Department.” said Captain Robbins. “As the Chief of Police, I look forward to working with our city leaders and residents while continuing to promote the high level of service and professional behavior that the citizens of Leawood have come to expect.”

Captain Robbins has most recently been the Support Services Division Commander for the department, supervising the Investigation, Traffic Safety and Community Education units in addition to serving as the agency’s public information officer. He previously oversaw the Administrative Services and Operations Divisions.

Robbins has a bachelor’s degree in journalism and a master’s degree in public administration from the University of Kansas. He is also a graduate of the State of Kansas’ Certified Public Manager program and the Federal Bureau of Investigation’s National Academy leadership program.

“Captain Robbins’ extensive experience in leadership positions within the City of Leawood Police Department and his 29 years of service to the City of Leawood will serve him well in this new role as the Department continues to provide outstanding services enhancing the public safety of Leawood”, said Mayor Marc Elkins.

The City of Leawood is designing road improvements for Tomahawk Creek Parkway, from south of College Blvd to Roe Ave. These improvements include: constructing a roundabout at Town Center Dr and Tomahawk Creek Pkwy, raising certain portions of the roadway out of the regulated floodplain, adding bike lanes in each direction from College Blvd to 119th St, sidewalk improvements for ADA and trail connections from the west side of the Parkway to the trail system, as well as excavating and grading within Tomahawk Creek to address flooding.

On Thursday, February 29, Leawood Mayor Marc Elkins delivered his first State of the City Address as the Mayor of Leawood. Mayor Elkins highlighted the many accomplishments of city staff throughout the past year. He recognized former Mayor Peggy Dunn and tenured councilmembers who all recently retired after decades of service to the city of Leawood.

Mayor Elkins also spoke on the impressive numbers regarding low crime in the city. Leawood secured the top spot in the 2023 SafeWise report for cities with a population over 10,000. In addition, the most recent crime index released by the KBI (Kansas Bureau of Investigation) revealed the city’s violent crime rate of 1.3 per 1,000 citizens to be the lowest of all cities in Johnson County with a population exceeding 5,000. There were zero homicides in Leawood during the past year. Mayor Elkins stated how impressive these numbers are and that all Leawood residents should be proud.

To wrap up his address, Mayor Elkins said “while 2024 promises to be a continued time of transition in the city’s leadership, I’m looking forward to building on the successes of 2023”.

What to Expect:

• Ground Markings: Various colors of paint, flags and other ground markings are required to denote the locations of utilities to minimizing conflicts.
• In-Ground Box Installation: Small, underground fiber-optic boxes will be installed within the right-of-way of homes and developments.
• Orange Construction Fencing: Fencing will be installed to denote and secure all open excavations. Removal of the fencing indicates the area has been restored and is secure.
• Sod Restoration:
  • Sod will be installed for restoration purposes during the defined “sod season” of March 1st to May 15th, and September 1st to November 15th, each year.
  • Temporary measures of restoration consists of the installation of seed and matting, which are installed during “non-sod seasons”. In the event the seed and matting solution does not take, sod will be placed during the following sod season.
• White Flags: Upon completion of underground construction, white flags are set to denote where newly placed sod needs watering.
  • To ensure a complete watering schedule, these flags need to remain in place until removed by the contractor.
• Restoration / Property Damage: Google Fiber will repair property damage that was a result of Google Fiber work, as applicable. This includes, but is not limited to irrigation and invisible dog fences.
